Reimbursement under TVL scheme increased to 100% in Q2


The grant awarded under the Reimbursement of Fixed Costs scheme (Dutch acronym: TVL) will be increased again. The grant will be raised to 100% of fixed costs for the second quarter of 2021. Find out whether you are eligible and what to look out for.

TVL – who is it for?

You qualify for the TVL scheme if you have a business in the Netherlands that saw a drop in revenue of at least 30% because of the COVID-19 pandemic, your quarterly fixed costs are at least € 1,500 and your business had been registered before the 15th of March 2020. The grant, which was 85% of fixed costs between 1 January and 1 April 2021, has been increased to 100% with effect from 1 April 2021.

Amount of grant

The percentage that corresponds to your Standard Business Identification (SBI) code is used to calculate whether your business incurs at least € 1,500 in fixed costs every quarter. You were assigned an SBI code when you registered your business with the Trade Register.

Useful facts

  • The minimum grant per quarter is € 1,500.
  • The maximum grant per quarter is € 550,000 for SMEs and € 600,000 for other companies.
  • Agricultural and horticultural businesses are entitled to an additional 21% for the special costs they incur to keep animals and plants alive.
  • The extra allowances for the non-food retail and travel sectors will no longer apply in the second quarter.

Use eHerkenning to apply

You are expected to use eHerkenning level 3 (eH3) to apply for a TVL grant. This requirement has been in effect since 12 April 2021. eHerkenning is an electronic recognition system for businesses, which lets you arrange all your affairs with Dutch government bodies, such as the Employee Insurance Agency (UWV), the Tax and Customs Administration and the Netherlands Enterprise Agency, with a single login. Using a different SBI code

If your business’s actual main activity does not correspond with the SBI code you have been assigned, you can now use a different SBI code and still qualify for the TVL scheme. This change, which is the result of a recent court ruling, applies with retroactive effect to 1 January 2021.

TVL – when to apply?

You can apply for a TVL grant for the first quarter of 2021 until 18 May, 5 p.m. Go to to complete the application process. Grant applications for the second quarter will probably be invited from mid-May onwards.
